UEFA officially fine two European giants over settlement breach

UEFA has completed its latest review of clubs.

UEFA has completed its latest review of clubs operating under settlement agreements during the 2025-26 season.

The assessment formed part of the governing body’s ongoing efforts to enforce its financial regulations across European football.

Several clubs entered the review period under strict monitoring after agreeing to specific financial targets in previous years.

Those clubs needed to satisfy football earnings requirements while also keeping squad costs within UEFA’s approved limits. For some teams, the process ended positively.

Clubs that successfully met their obligations have now exited the settlement regime and will no longer face the same level of financial oversight.

However, not every club managed to satisfy UEFA’s requirements.

In an official statement, UEFA confirmed that Olympique de Marseille and AS Roma breached key settlement targets and will face significant financial penalties as a result.

Marseille received the most severe punishment after failing to meet the final target of their settlement agreement covering reporting periods ending in 2023, 2024 and 2025.

UEFA determined that the French club failed to comply with the football earnings rule during the 2025-26 season.

Consequently, the Club Financial Control Body imposed several disciplinary measures. The governing body announced:

“Olympique de Marseille (FRA) did not fulfil the final target of the settlement agreement as it failed to comply with the football earnings rule in the 2025/26 season.”

UEFA imposed a €6 million fine on Marseille. The club also faces a restriction on registering new players on List A for UEFA competitions during the 2026-27 season.

Additionally, UEFA handed Marseille a suspended exclusion from the next UEFA club competition for which they qualify within the next three seasons unless they meet their football earnings target during the 2026-27 campaign.

The French side faced further punishment after breaching the squad cost rule. UEFA stated:

“The CFCB First Chamber also found that Olympique de Marseille breached the squad cost rule, having reported a squad cost ratio above 70% for the calendar year 2025.”

That breach resulted in an additional €4 million fine, bringing Marseille’s total penalties to €10 million.

Meanwhile, AS Roma also failed to fully satisfy UEFA’s requirements. The Italian club slightly exceeded its intermediate target for the financial year ending in 2025.

As a result, Roma received a €2 million fine. UEFA also found that the Serie A side breached the squad cost rule after reporting a ratio above 70% during the 2025 calendar year.

That violation triggered another €4 million penalty and increased Roma’s total fine to €6 million.

While Marseille and Roma faced punishment, several other clubs successfully completed the process.

UEFA confirmed that AC Milan, Paris Saint-Germain, Inter Milan, AS Monaco, Besiktas, Trabzonspor and Royal Antwerp all met their final targets and have now exited the settlement regime.

The Club Financial Control Body will continue monitoring the remaining clubs operating under settlement agreements throughout the 2026-27 season.
