Tottenham Hotspur remain determined to strengthen their attack before the transfer window closes.
But they could now face competition from Manchester City for one of Chelsea’s forwards.
Spurs endured a miserable 2025–26 season, finishing 17th after narrowly avoiding relegation.
Roberto De Zerbi has since overseen a major rebuild following a summer that brought Sandro Tonali, Mateus Fernandes, Jan Paul van Hecke, Andrew Robertson and Marcos Senesi to north London.
Cristian Romero also appears close to leaving. Pre-season has also offered greater encouragement.
Tottenham have beaten MK Dons, Auckland FC and Chelsea, while also overcoming Sydney FC on penalties.
Those results have raised optimism ahead of friendlies against Getafe and Hoffenheim before the Premier League opener.
According to TEAMtalk, Tottenham Hotspur have made enquiries over Pedro Neto as they assess alternatives to Savinho.
The report states Savinho remains Spurs’ priority, but the club are exploring Neto’s availability while waiting for Manchester City to make a decision.
Neto enjoyed a productive 2025–26 campaign with Chelsea, scoring 10 goals and providing 10 assists in 52 appearances across all competitions.
The Portugal international then featured regularly at the 2026 FIFA World Cup, helping his country reach the knockout stages before their elimination against Spain.
Manchester City have also identified Neto as a leading target if Savinho leaves. Enzo Maresca is understood to admire the winger. Meanwhile, City have already held talks with Chelsea over a possible move.
Chelsea are not actively pushing Neto out. But increased competition following the arrivals of Morgan Rogers and Geovany Quenda has left the 26-year-old considering his options.
The Blues would only enter serious negotiations if they receive an offer worth at least £60 million. Tottenham want clarity over Savinho’s future within the next week.
If Manchester City move first for Neto, however, the race for the Chelsea winger could become one of the key battles of the closing weeks of the transfer window.
