Arsenal enter the new Premier League campaign after finally ending their 22-year wait for the title last season.
Their Champions League campaign also reached the final, although Paris Saint-Germain denied them a historic double on penalties.
Arsenal have since strengthened considerably as Arteta prepares his squad to defend their Premier League crown.
Bruno Guimaraes arrived from Newcastle United for £75 million, while Arsenal made Piero Hincapie’s move permanent for £34.5 million.
Christos Tzolis and Illan Meslier have also joined, but Arsenal’s recruitment strategy extends beyond immediate first-team additions.
The club have launched an aggressive drive to recruit emerging talent and are now looking towards one of their biggest domestic rivals.
According to The Telegraph, Arsenal are working on moves to sign Manchester United youngsters James Scanlon and Habeeb Ogunneye this summer.
The Gunners believe they can reach agreements for both players as they continue adding promising young talent to their ranks.
Scanlon joined Manchester United from Derby County in 2021. The 19-year-old spent the second half of last season at Swindon Town.
The winger has also collected 24 international appearances for Gibraltar through his mother’s connection to the country.
Ogunneye, meanwhile, spent part of last season on loan at Newport County, making 21 appearances before United recalled him in January.
The 20-year-old defender has yet to make his senior United debut but has featured in several first-team matchday squads.
Arsenal’s pursuit comes after United previously convinced Ayden Heaven and Chido Obi to swap the Emirates Stadium for Old Trafford.
The Premier League champions are also close to deals for Cardiff City’s Axel Donczew and Liverpool youngster Vincent Joseph.
Arsenal have already signed Elijah Upson from Tottenham Hotspur, highlighting their determination to strengthen the club’s emerging talent pool.
